This is how services can be up and running after installing E-business Suite 12.1.1 Medial Pack.
b. Copy the downloaded patch to the server.
c. Unzip the patch
unzip p6078836_101330_LINUX.zip
d. cd 6078836
e. cp libdb.so.2 /usr/lib
f. cd /d01/oracle/VIS/inst/apps/VIS_ebs121/admin/scripts(ADMIN_SCRIPTS_HOME)
g. ./adapcctl.sh status
h. ./adapcctl.sh start
i. ./adapcctl.sh status
System check status show that the HTTP server (OHS - Oracle HTTP Server) is up and running
j. Now press Retry button of the installation screen
[oracle@ebs scripts]$ ./adapcctl.sh status
You are running adapcctl.sh version 120.6.12000000.2
Checking status of OPMN managed Oracle HTTP Server (OHS) instance …
Processes in Instance: PROD_ebs.ebs.sandiego.com

Solution :
1 ) Stop the services
Log in with application user
$ cd $ADMIN_SCRIPTS_HOME
$ ./adstpall.sh apps/apps
2) Downloaded patch 6078836 from OracleMetaLink
Logs:
/opt1/oracle/PROD/inst/apps/PROD_rhelx64varun/logs/
/opt1/oracle/PROD/inst/apps/PROD_rhelx64varun/logs/ora/10.1.3/install
/opt1/oracle/PROD/inst/apps/PROD_rhelx64varun/logs/ora/10.1.2/install
/opt1/oracle/PROD/inst/apps/PROD_ebs/logs/appl/admin/log/adapcctl.txt
Context file : /opt1/oracle/PROD/inst/apps/PROD_rhelx64varun/temp/restart.xml
